• Follow the steps given below  to edit like this

1. Open your picture (having water of any color) in PicsArt.
2. Now tap on tools then go through adjust and set lighting effect.
3. Remove unwanted light effect from image by tap on eraser tool.
4. Now save it and go to draw.
5. Now select brush color to blue and paint all water. 
6. Then go to layer and reduce transparency to 60 to 65%.
7. Remove unwanted overlap,
8. And your picture is readY
